Funding of municipalities being linked to results

The government has unveiled a new evaluation system for municipalities and regions, offering a €50 million performance-based bonus to top-performing local governments. Announced by Interior Minister Theodoros Livanios and Digital Governance Minister Dimitris Papastergiou, the system assesses municipalities across 12 sectors, including financial management, quality of life, environmental initiatives, education, accessibility, and infrastructure maintenance.

The platform allows detailed tracking of municipal performance, providing transparency and accountability. Citizens can view data such as budget utilization, infrastructure projects, public property usage, and progress in “smart city” initiatives.

Municipalities achieving top scores across six categories –including metropolitan, large, and small municipalities – will be eligible for the bonus. Assessment factors include weighted scores for efficiency for financial data (20%), for projects, civil protection, and infrastructure (20%), and 10% each for public property and human resource management.

The initiative is expected to enhance service quality while exposing underperformers to public scrutiny.
