European Commissioner for the Mediterranean Dubravka Suica announced a new chapter in EU policy for the region during her address at the Third Delphi Brussels Forum, held on Thursday in Brussels and organized by the Delphi Economic Forum in collaboration with Kathimerini English Edition.\u00a0<\/p>\n
She emphasized the significance of a newly established dedicated portfolio for the Mediterranean, as well as the creation of the new Directorate-General for the Mediterranean (DG MENA), set to launch on February 1.<\/p>\n
\u201cThe Mediterranean region faces persistent conflicts and political instability, threatening peace and security. However, the current ceasefire between Israel and Palestine, as well as the leadership change in Syria, offer glimmers of hope,\u201d the Commissioner noted, adding that demographic pressures are increasing while economic growth remains fragile.<\/p>\n
\u201cOur neighbors seek economic opportunities, access to clean technologies, and, most importantly, investments,\u201d she said, underlining that this process benefits both sides. \u201cIn their ongoing quest for economic opportunities, our Mediterranean neighbors need reliable partners. We are determined to make it clear that the European Union is their first-choice partner. We are neighbors, and we want to be committed and stable partners,\u201d she stressed.<\/p>\n
Referring to a New Pact for the Mediterranean, Suica outlined plans for strategic partnerships in key areas of mutual interest, complemented by specific regional investment initiatives. \u201cThe groundwork has already been laid, as you know, with the completion of two strategic full partnerships: With Tunisia in 2023 and Egypt in 2024. These partnerships are already yielding results. Just yesterday, we signed a new cooperation agreement with Jordan,\u201d she announced.<\/p>\n
Beyond bilateral agreements, Suica stressed the need for a regional agenda with concrete investment initiatives. She noted that, as part of the New Pact, the EU will continue its Energy and Technology Cooperation Initiative for the Mediterranean, boosting renewable energy trade and clean technology manufacturing in the region.<\/p>\n
Highlighting the benefits of closer energy cooperation, the Commissioner emphasized it would lead to faster economic growth and more jobs, greater competitiveness for EU member states, industries, and regional partners, and accelerate decarbonization.\u00a0<\/p>\n
In response to a question from Kathimerini\u2019s Brussels correspondent, Alexandra Voudouri, regarding efforts to strengthen ties between the Mediterranean\u2019s two shores and counter anti-European rhetoric, Suica highlighted the role of the US.\u00a0<\/p>\n
\u201cWe need allies \u2013 we need the US, the UN, and smaller states. We are investing heavily, contributing more than anyone else, but we also want a leadership role. This is our European stance.\u201d<\/p>\n
She added that the EU accounts for 16% of global GDP, while its global development aid reaches 40%. \u201cWe want to grow stronger. That is why European Commission President Ursula von der Leyen decided to create an entirely new portfolio \u2013 to demonstrate to Middle Eastern, North African, and even Gulf countries that we care, seek cooperation, and pursue meaningful partnerships.\u201d\u00a0<\/p>\n
Regarding the Gulf countries, which also fall under her portfolio, the Commissioner committed to closer cooperation. \u201cJust think of their irreplaceable role in mediating the Israel-Palestine conflict. There would be no ceasefire in Gaza without them,\u201d she stressed, adding that the Gulf states hold significant geopolitical and economic influence.<\/p>\n
Suica outlined a new EU strategy for the Middle East, established in collaboration with EU High Representative for Foreign Affairs and Security Policy and Vice President Kaja Kallas.\u00a0<\/p>\n
On Syria, the Commissioner emphasized that the EU has remained engaged for 14 years and must continue its presence.<\/p>\n
\u201cWe need to sustain our support for the Syrian people to ensure a peaceful and inclusive transition,\u201d she said, stressing the need to increase humanitarian aid, support Syria\u2019s reconstruction, and create conditions for the safe, voluntary, and dignified return of Syrian refugees.<\/p>\n
Regarding Gaza, she expressed hope for a permanent ceasefire. \u201cWe are ready to rebuild Gaza as soon as possible. At the same time, we will launch a multi-year support program for the Palestinian Authority, centered on reforms. This program will be crucial in paving the way for a two-state solution. This also means continuing our cooperation with Israel under the EU-Israel Association Agreement.\u201d<\/p>\n<\/p><\/div>\n
