In a letter dated 21 October 2026<\/a>, the Republic\u2019s permanent representative to the UN, Maria Michail, said the operations were taking place without Nicosia\u2019s authorisation. The letter was circulated as General Assembly document A\/81\/449 on 22 October.<\/p>\n The complaint concerns survey activity announced for October. Its circulation as a UN document records Cyprus\u2019s position; it is not a UN ruling on the legality of the operations.<\/p>\n According to the letter, Turkey issued a navigational warning on 30 September covering \u201cscientific research and underwater operations\u201d between 1 and 25 October 2026.<\/p>\n Read more: Greece Challenges Turkey-Libya Maritime Deal in Letter to UN<\/p>\n It named the Turkish-flagged research vessels Oru\u00e7 Reis, Denar Pathfinder, Denar Echo and Kirici. Cyprus said the activities extended into its territorial sea, exclusive economic zone and continental shelf, and included a map with its complaint.<\/p>\n Michail described the operations as ongoing when she wrote on 21 October. That statement does not establish which vessels are operating in the area today.<\/p>\n The complaint followed an earlier Cypriot letter dated 7 August about a memorandum signed on 10 July 2026 between Turkey and the Turkish Cypriot administration for a bidirectional subsea gas pipeline.<\/p>\n Nicosia argues that surveying and laying a pipeline within its territorial sea without consent would violate its sovereignty. It cites Articles 2 and 19 of the United Nations Convention on the Law of the Sea, describing those provisions as reflecting customary international law.<\/p>\n The letter separately invokes Cyprus\u2019s sovereign rights and jurisdiction over natural resources and the marine environment in its exclusive economic zone and continental shelf. Those rights are distinct from territorial sovereignty.<\/p>\n The Convention\u2019s Article 79<\/a> recognises the entitlement of states to lay submarine cables and pipelines on the continental shelf, subject to its conditions. These include coastal-state consent over the course of a pipeline and protections relating to resources and pollution. The legal position is therefore more specific than a blanket prohibition on all foreign pipelines beyond territorial waters.<\/p>\n Cyprus is a party to the Convention; Turkey is not.
