Article 73 of a wider ministry bill on the design of the electricity market contains the stadium rules.

The Karaiskakis Stadium expansion aims to bring the Piraeus ground up to modern international standards, the ministry said. It also seeks to improve the venue’s function and safety, with Olympiacos funding all the required works.

Under the plan, capacity would rise from an estimated 33,500 seats to 52,000. The extra seats would come from reshaped stands and a new lightweight roof.

Prime Minister Kyriakos Mitsotakis referred to the Karaiskakis Stadium expansion in his Sunday social media post. “It is a private investment of €250 million, with the aim of a new 53,000-seat stadium worthy of the team’s history,” Mitsotakis said.

He added that the government is preparing the necessary legislation so that works can begin in May 2027. By comparison, the draft law itself puts the target capacity at 52,000 seats.

Stadium expansion rules

Article 73 caps the height of the stadium’s western building at 35 metres. New corner stands may rise to 37 metres, and stands on the north, south, east and west sides may reach 45 metres.

The new roof may stand up to 52 metres above the stadium’s outer outline. Inside the ground, measured from pitch level, it may not exceed 58 metres.

At the same time, the Karaiskakis Stadium expansion rules lower the maximum building coefficient to 0.75. The bill also sets site coverage at 60 per cent.

Sports uses must take up at least 65 per cent of the permitted floor area. Ancillary uses, such as media areas, offices and rehabilitation centres, take half of the remaining 35 per cent.

Commercial uses, such as sports shops and cafes, take the other half.

In addition, the ground must offer at least 1,800 parking spaces, and the bill allows a parking building on the site.

Before work starts, the Environment and Culture ministers must sign a joint decision. That decision updates the stadium’s environmental terms approval, following a traffic management study.

Building permits for the Karaiskakis Stadium expansion would then come from the building service of the Municipality of Piraeus, according to the draft law.

Timeline and next steps

Mitsotakis chaired a meeting on the project at Maximos Mansion, the prime minister’s office, before the bill appeared. Olympiacos president Evangelos Marinakis and Piraeus Mayor Giannis Moralis also took part.

Greek City Times reported in July that Marinakis had unveiled plans for a 53,000-capacity ground. He put the cost at about €250 million, funded privately by the club.

Once the consultation closes on 24 October, the bill containing the Karaiskakis Stadium expansion rules goes to the Hellenic Parliament.

Source: Ta Nea

 Tags:
Athens, Evangelos Marinakis, Giannis Moralis, Greece, Greece news, Greek football, Greek news, greek news now, greek news on demand, greek news today, Hellenic Parliament, Karaiskakis stadium, Karaiskakis Stadium expansion, Kyriakos Mitsotakis, Maximos Mansion, Ministry of Culture, Ministry of Environment and Energy, Municipality of Piraeus, Olympiacos, Piraeus, public consultation, Stavros Papastavrou

Bill Giannopoulos

Junior Editor

Bill Giannopoulos is a Junior Editor at Greek City Times, covering Greek and international news, sport, and history.

Source link

ATHENS, October 2026 — Greece’s Environment and Energy Ministry has put the Karaiskakis Stadium expansion out for public consultation in a draft law that would lift Olympiacos’ home ground to 52,000 seats.
