A new <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/unece.org\/sed\/documents\/2026\/07\/working-documents\/aligning-data-centres-and-large-load-growth-grid-resilience\">UNECE <\/a>analysis, <em>Aligning Data Centres and Large Load Growth with Grid Resilience<\/em>, says operators should stop treating these projects as simple requests for megawatts. Connection should depend on how the site will behave on the grid.<\/h2>\n<p class=\"wp-block-paragraph\">The report arrives as Greece prepares a national data center framework. The rules, expected in the coming days, are set to test both an investor\u2019s financial standing and how far a project has matured. The aim is to filter speculative applications. The framework is due to sit inside an Environment and Energy Ministry bill transposing the latest EU electricity market directive.<\/p>\n<h2 id=\"h-why-data-center-grid-connection-is-now-a-system-issue\" class=\"wp-block-heading\">Why data center grid connection is now a system issue<\/h2>\n<p class=\"wp-block-paragraph\">UNECE\u2019s main warning is speed. Data centers, especially those built for artificial intelligence, can be delivered in two to five years. A transmission project can take about a decade. Global electricity use by data centers could rise from about 485 TWh in 2025 to 950 TWh in 2030.<\/p>\n<p class=\"wp-block-paragraph\">That gap leaves system operators to decide when, and on what terms, they can absorb a new load of hundreds of megawatts. Size is not the only test. Location, ramp rates and behaviour during a disturbance matter as much. Many projects cluster where digital connectivity and investment conditions are strong, not where spare electrical capacity exists. Ireland and the Netherlands have already tightened or limited new connections under that pressure.<\/p>\n<h2 id=\"h-criteria-operators-should-require-before-approval\" class=\"wp-block-heading\">Criteria operators should require before approval<\/h2>\n<p class=\"wp-block-paragraph\">Before a large project is approved, UNECE says operators need a credible picture of:<\/p>\n<ul class=\"wp-block-list\">\n<li>expected consumption<\/li>\n<li>sudden load swings<\/li>\n<li>cooling demand<\/li>\n<li>backup generation<\/li>\n<li>the investor\u2019s ability to reduce or shift demand<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">They also need a technical assessment of voltage and power-quality effects, and of whether the facility can stay connected through disturbances.<\/p>\n<h2 id=\"h-flexibility-is-the-second-test\" class=\"wp-block-heading\">Flexibility is the second test<\/h2>\n<p class=\"wp-block-paragraph\">Under the right design, a data center could move some computing to off-peak hours, adjust cooling, or use batteries to smooth the power it draws. In stressed periods, a temporary cut in offtake could be offered as demand response. Some sites may also provide balancing services.<\/p>\n<p class=\"wp-block-paragraph\">None of that is automatic. What counts is whether the plant design, the equipment and the connection contract allow those interventions without putting the facility\u2019s own operations at risk. UNECE wants flexibility commitments written in from the start and backed by data the operator can use.<\/p>\n<h2 id=\"h-how-connection-terms-can-protect-the-grid\" class=\"wp-block-heading\">How connection terms can protect the grid<\/h2>\n<p class=\"wp-block-paragraph\">Connection could also be tied to:<\/p>\n<ul class=\"wp-block-list\">\n<li>on-site storage<\/li>\n<li>co-location with renewable generation<\/li>\n<li>investor funding for grid upgrades<\/li>\n<li>flexible or interruptible connection contracts<\/li>\n<li>tariffs that signal where to build and when to consume<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\">Interruptible contracts can let projects proceed in constrained areas if it is clear when consumption can be curtailed.<\/p>\n<p class=\"wp-block-paragraph\">Cost allocation is the political fault line. If a new data center needs a substation or reinforced transmission lines, UNECE wants clear rules on how much of that bill the investor pays. Without them, infrastructure built for one large user can be shifted onto existing customers.<\/p>\n<h2 id=\"h-what-this-means-for-greece\" class=\"wp-block-heading\">What this means for Greece<\/h2>\n<p class=\"wp-block-paragraph\">Greece\u2019s coming criteria will test whether a project is financially real and technically ready. UNECE\u2019s wider message to operators is this: if large loads connect on old terms, data centers become another source of system stress. If they connect on new terms, the same loads can support the grid rather than strain it.<\/p>\n<p class=\"wp-block-paragraph\">The report\u2019s roadmap is stepwise, not a single binding European regime. First, more mandatory data and tighter technical scrutiny. Then contracts with measurable flexibility requirements. Then coordinated planning of generation, networks and storage.
