{"id":22331,"date":"2026-09-25T23:56:01","date_gmt":"2026-09-25T23:56:01","guid":{"rendered":"https:\/\/in-greece.com\/index.php\/2026\/09\/25\/greece-records-e6-53-billion-primary-surplus-through-august\/"},"modified":"2026-09-25T23:56:01","modified_gmt":"2026-09-25T23:56:01","slug":"greece-records-e6-53-billion-primary-surplus-through-august","status":"publish","type":"post","link":"https:\/\/in-greece.com\/index.php\/2026\/09\/25\/greece-records-e6-53-billion-primary-surplus-through-august\/","title":{"rendered":"Greece Records \u20ac6.53 Billion Primary Surplus Through August"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div data-first=\"S\">\n<h3>Greece recorded a \u20ac6.53 billion primary surplus in the first eight months of 2026, as stronger tax revenues, particularly from VAT and income tax, provided a significant boost to the state budget.<\/h3>\n<p>Final budget execution figures released by the Ministry of National Economy and Finance show that regular tax revenues exceeded the eight-month target by \u20ac1.353 billion, excluding extraordinary receipts from the Egnatia Odos concession agreement and the second instalment for the operating licence of the Ellinikon casino.<\/p>\n<p>The General Accounting Office noted that, after excluding these special receipts and amounts linked to payment timing differences, the primary result exceeded the target by \u20ac219 million.<\/p>\n<p><em><span style=\"text-decoration: underline;\">Budget performance through August<\/span><\/em><\/p>\n<p>Net state budget revenues reached \u20ac51.351 billion between January and August, exceeding the target by \u20ac2.331 billion.<\/p>\n<p>The comparison was affected by the timing of payments from the Recovery and Resilience Facility. The budget target included \u20ac1.258 billion in June, but \u20ac884 million arrived earlier, in April, while the remaining \u20ac374 million is expected later in 2026. Excluding Recovery Fund receipts, net revenues exceeded the target by \u20ac2.705 billion.<\/p>\n<p>Tax receipts totalled \u20ac49.481 billion, although this figure included \u20ac306 million from the Egnatia Odos concession and \u20ac135 million from the second payment for the Ellinikon casino licence.<\/p>\n<p>Excluding those two amounts, tax revenues reached \u20ac49.040 billion, exceeding the target by \u20ac1.353 billion, or 2.8%.<\/p>\n<p>VAT generated the largest surplus. Receipts reached \u20ac20.544 billion and, excluding the \u20ac306 million linked to the Egnatia Odos concession, exceeded the target by \u20ac905 million.<\/p>\n<p>Income tax revenues reached \u20ac17.681 billion, \u20ac439 million above target. Personal income tax accounted for most of the increase, exceeding the target by \u20ac433 million. Corporate income tax was \u20ac9 million below target, while other income taxes rose by \u20ac15 million.<\/p>\n<p>Excise duty revenues, however, fell \u20ac230 million below target to \u20ac4.662 billion. Property tax revenues reached \u20ac1.978 billion, exceeding the target by \u20ac62 million.<\/p>\n<p>Social contribution revenues stood at \u20ac36 million, \u20ac4 million below target. Transfer revenues reached \u20ac4.493 billion, \u20ac67 million below target, although receipts from the Public Investment Programme within this category exceeded the target by \u20ac98 million.<\/p>\n<p>Revenue from sales of goods and services reached \u20ac1.404 billion. Excluding \u20ac306 million from the Egnatia Odos concession, the figure stood at \u20ac1.098 billion, \u20ac273 million above target.<\/p>\n<p>Other current revenues reached \u20ac2.036 billion, exceeding the target by \u20ac487 million. Public Investment Programme revenues accounted for \u20ac312 million of this amount, \u20ac207 million above target.<\/p>\n<p><em><span style=\"text-decoration: underline;\">August tax revenues<\/span><\/em><\/p>\n<p>In August alone, net state budget revenues reached \u20ac6.093 billion, exceeding the monthly target by \u20ac305 million.<\/p>\n<p>Tax revenues reached \u20ac6.687 billion, \u20ac363 million or 5.7% above target. VAT receipts reached \u20ac2.804 billion, \u20ac166 million above the target.<\/p>\n<p>Income tax revenues reached \u20ac2.607 billion, exceeding the target by \u20ac146 million. Personal income tax accounted for an \u20ac87 million increase, while other income taxes also rose by \u20ac87 million. Corporate income tax, meanwhile, fell \u20ac29 million below target.<\/p>\n<p>Excise duties generated \u20ac698 million, \u20ac6 million below target, while property tax revenues reached \u20ac117 million, \u20ac8 million above target.<\/p>\n<p>Social contributions totalled \u20ac5 million, \u20ac1 million below target. Transfer revenues reached \u20ac275 million, \u20ac159 million below target, with Public Investment Programme receipts within the category falling \u20ac176 million below target.<\/p>\n<p>Revenue from sales of goods and services reached \u20ac88 million, \u20ac17 million above target, while other current revenues stood at \u20ac169 million, \u20ac32 million above target.<\/p>\n<p>Revenue refunds totalled \u20ac1.130 billion in August, \u20ac53 million below the \u20ac1.183 billion target. Public Investment Programme revenues reached \u20ac250 million, \u20ac160 million below target.<\/p>\n<p><em><span style=\"text-decoration: underline;\">Spending and support measures<\/span><\/em><\/p>\n<p>State budget expenditure reached \u20ac51.825 billion in the first eight months of 2026, exceeding the \u20ac50.630 billion target by \u20ac1.195 billion. Spending also increased by \u20ac5.331 billion compared with the same period in 2025.<\/p>\n<p>Regular budget payments were \u20ac204 million below target, while investment spending reached \u20ac9.038 billion, \u20ac1.399 billion above target, mainly because authorities accelerated projects funded through the Recovery and Resilience Facility. Investment spending also increased by \u20ac1.998 billion compared with 2025.<\/p>\n<p>Major transfers and payments included \u20ac1.544 billion in funding for the National Organisation for the Provision of Health Services (EOPYY) and \u20ac1.842 billion for the Organisation of Welfare Benefits and Social Solidarity.<\/p>\n<p>The budget also included \u20ac131 million for the Information Society organisation to fund the Fuel Pass, \u20ac135 million for the diesel subsidy and \u20ac232 million in emergency financial support for families with children.<\/p>\n<p>A further \u20ac915 million went to the National Central Health Procurement Authority for medicines, healthcare products and services for public hospitals. Transfers to hospitals and primary healthcare reached \u20ac979 million, while subsidies for public transport operators OASA, OASTH and OSE totalled \u20ac300 million.<\/p>\n<p>The General Accounting Office stressed that payment timing differences do not affect the General Government result in fiscal terms. It also noted that the \u20ac135 million casino payment had originally been expected at the end of 2025 but appears in the accounts during the concession period.<\/p>\n<p>The figures refer to the primary result of Central Government on a modified cash basis, rather than the General Government as a whole.
