From 2027, natural persons who are tax residents of Greece would be fully exempt from ENFIA if their principal residence is in a settlement with a population of up to 2,000, based on the latest official census. Western Macedonia gets a higher cap of 2,200.<\/p>\n<p class=\"wp-block-paragraph\">The measure is not yet law. Official presentations treat it as a new policy that still needs legislation. Final rules will have to be checked against the statute and AADE guidance once published.<\/p>\n<h3 id=\"h-who-gets-zero-enfia\" class=\"wp-block-heading\">Who gets zero ENFIA?<\/h3>\n<p class=\"wp-block-paragraph\">The exemption is narrow.<\/p>\n<p class=\"wp-block-paragraph\">It is <strong>not<\/strong> an abolition of ENFIA on all of an owner\u2019s property. It covers only rights in the property that is the taxpayer\u2019s <strong>principal residence<\/strong>.<\/p>\n<p class=\"wp-block-paragraph\">If someone lives permanently in a listed settlement but also owns an Athens apartment, an island holiday home, or land, those other assets remain taxable.<\/p>\n<p class=\"wp-block-paragraph\">There is also a value cap: the ENFIA-assessed value of 100% full ownership of the main residence must not exceed \u20ac400,000.<\/p>\n<p class=\"wp-block-paragraph\">Living in a small settlement is therefore not enough. The owner must also be a Greek tax resident, use the property as their main home, and stay under the \u20ac400,000 threshold.<\/p>\n<p class=\"wp-block-paragraph\">The 2,000 \/ 2,200-resident expansion is a <strong>2027<\/strong> measure. It does not zero ENFIA for these 131 settlements for 2026.<\/p>\n<h3 id=\"h-attica-the-rule-and-the-exception\" class=\"wp-block-heading\">Attica: the rule and the exception<\/h3>\n<p class=\"wp-block-paragraph\">Settlements in the Region of Attica stay outside the scheme even if they are under the population limit.<\/p>\n<p class=\"wp-block-paragraph\">The exception is the Islands Regional Unit of Attica. Hydra (\u038e\u03b4\u03c1\u03b1), with 1,988 inhabitants, is therefore on the official new list.<\/p>\n<h3 id=\"h-why-western-macedonia-has-a-higher-cap\" class=\"wp-block-heading\">Why Western Macedonia has a higher cap<\/h3>\n<p class=\"wp-block-paragraph\">The government set a separate limit of 2,200 residents for Western Macedonia. That brings in two places above 2,000: Mesopotamia in Kastoria (2,012) and Neapoli in Kozani (2,034).<\/p>\n<h3 id=\"h-budget-cost\" class=\"wp-block-heading\">Budget cost<\/h3>\n<p class=\"wp-block-paragraph\">The expansion adds 131 settlements and about 62,000 property owners. Extra annual budget cost is estimated at around \u20ac8 million.<\/p>\n<p class=\"wp-block-paragraph\">After the change, the full ENFIA-abolition system would cover 12,855 settlements, with a total fiscal effect of about \u20ac86 million a year. Some later briefings put the overall number of benefiting owners near 650,000.
