He described the situation as an \u201cabsolute humanitarian and social emergency,\u201d noting that facilities for unaccompanied minors are operating at 2,400% of capacity, with hundreds of people sleeping outdoors.<\/p>\n<p class=\"wp-block-paragraph\">Spain\u2019s Interior Minister Fernando Grande-Marlaska is due to visit Ceuta tomorrow.
