Holguin Held Final Preparatory Meetings<\/span><\/em><\/p>\n Ahead of Guterres\u2019 arrival, his personal envoy Maria Angela Holguin conducted a final round of preparatory discussions in Nicosia.<\/p>\n Holguin met Cyprus President Nikos Christodoulides for more than an hour at the Presidential Palace, with talks focusing on Guterres\u2019 visit and possible next steps in the peace process.<\/p>\n Speaking after the meeting, Holguin said the UN chief had travelled to Cyprus to facilitate dialogue and encourage both sides to consider returning to negotiations.<\/p>\n \u201cThe mission of the Secretary-General is to facilitate the process and encourage citizens and leaders to turn towards the prospect of negotiation,\u201d she said, adding that Guterres had supported efforts for almost a decade and hoped progress could be achieved.<\/p>\n Holguin arrived in Cyprus following meetings in Brussels and Ankara, two locations directly connected to the key factors shaping the latest diplomatic initiative.<\/p>\n She described those discussions as positive and said they covered \u201call necessary points\u201d to give momentum to the process.<\/p>\n In Ankara, Holguin met Turkish Foreign Minister Hakan Fidan, while in Brussels she held talks with European officials. Turkey\u2019s position and the potential role of the European Union remain among the main factors that could influence future developments.<\/p>\n Holguin is also expected to meet Turkish Cypriot leader Tufan Erhurman before Guterres begins his own discussions.<\/p>\n Nicosia Signals \u201cReadiness and Realism\u201d<\/span><\/em><\/p>\n Following the meeting at the Presidential Palace, Cypriot government spokesman Konstantinos Letymbiotis said the Greek Cypriot side was ready to take advantage of \u201ceven the smallest window of hope\u201d for future steps.<\/p>\n He highlighted the importance of Guterres\u2019 personal involvement, saying the UN secretary-general was dedicating time and using the authority of his position to support the effort.<\/p>\n According to Letymbiotis, Guterres\u2019 commitment to the process, combined with developments in EU-Turkey relations, creates new circumstances.<\/p>\n However, he acknowledged the difficulties ahead and said Nicosia was approaching developments with realism.<\/p>\n He identified Turkey\u2019s position as the main obstacle and said the Greek Cypriot side wanted to hear Guterres\u2019 own assessment before determining possible next steps.<\/p>\n Letymbiotis added that discussions would show whether Ankara was willing to operate within the framework established by international law and UN Security Council resolutions.<\/p>\n He also rejected reports suggesting that a possible settlement plan could include \u201cconstructive ambiguities\u201d.<\/p>\n \u201cSuch a thing does not exist,\u201d he said, adding that any arrangement outside the agreed framework remained a long-standing red line for the Greek Cypriot side.<\/p>\n The United Nations has not announced any new official plan or written proposal for resolving the Cyprus issue.<\/p>\n Turkish Cypriot Side Lowers Expectations<\/span><\/em><\/p>\n Tufan Erhurman has adopted a cautious approach, warning against expectations that exceed the current stage of the process.<\/p>\n In recent comments, he described Guterres\u2019 presence in Cyprus as important and linked it to the continuation of UN efforts. However, he stressed that the visit should not be interpreted as representing a solution or the beginning or end of any process.<\/p>\n \u201cWe support the efforts of the Secretary-General and try to contribute in good faith,\u201d Erhurman said, adding that the Turkish Cypriot side acts in close coordination with Turkey.<\/p>\n His comments highlighted Ankara\u2019s continuing influence over the process.<\/p>\n Turkish Foreign Minister Hakan Fidan also held a telephone conversation with Guterres on Sunday, two days after meeting Holguin in Ankara.<\/p>\n According to Turkey\u2019s state-run Anadolu Agency, the discussion focused on regional developments linked to Guterres\u2019 visits to Syria and Cyprus, although no further details were released.<\/p>\n The Divide Over the Basis of Talks<\/span><\/em><\/p>\n Despite renewed diplomatic activity, the central issue remains the framework on which future negotiations could resume.<\/p>\n Nicosia continues to support a bizonal, bicommunal federation with political equality, in line with relevant UN Security Council resolutions. This framework remains the official basis of the UN-led process.<\/p>\n Turkey, however, has increasingly argued that any new formal negotiations must recognise the sovereign equality and equal international status of Turkish Cypriots before talks begin, linking this position to a two-state solution.<\/p>\n The change in Turkish Cypriot leadership has created hopes for a different atmosphere. However, it remains unclear whether this can lead to a significant shift in Turkey\u2019s position or a return to the UN federal framework.<\/p>\n Cyprus Remains Divided 52 Years After Invasion<\/span><\/em><\/p>\n Cyprus has remained divided for 52 years.<\/p>\n On July 15, 1974, a coup against President Makarios was carried out with the support of Greece\u2019s military junta. Five days later, on July 20, Turkey launched its military intervention on the island.<\/p>\n Following a second phase of military operations in August 1974, Cyprus remained divided by ceasefire lines and a UN-controlled buffer zone.<\/p>\n The internationally recognised Republic of Cyprus controls the southern part of the island. In the north, the self-declared \u201cTurkish Republic of Northern Cyprus\u201d, established in 1983, operates with recognition only from Turkey.<\/p>\n The entire island joined the European Union in 2004, although EU law remains suspended in areas where the Republic of Cyprus does not exercise effective control.<\/p>\n From Crans Montana to \u201cGuterres Plus\u201d<\/span><\/em><\/p>\n The last major attempt to resolve the Cyprus issue collapsed in July 2017 at Crans Montana, Switzerland.<\/p>\n The talks failed to reach agreement on key issues including security, guarantees, military presence, political equality and power-sharing. Since then, no formal negotiation process of similar scale has resumed.<\/p>\n In recent days, Cypriot and Turkish media have reported speculation about a possible update to the framework presented by Guterres during those talks.<\/p>\n Some reports have referred to a possible \u201cGuterres Plus\u201d approach, while others suggest the UN secretary-general wants to preserve previous negotiating gains and create conditions for a new informal expanded meeting.<\/p>\n However, the United Nations has not published any new written proposal or revised framework.<\/p>\n The Real Test of the Guterres Mission<\/span><\/em><\/p>\n During his visit, Guterres will hold separate and joint meetings with the two leaders, negotiators, bicommunal technical committees, civil society representatives and peacekeeping force officials.<\/p>\n The outcome will not be judged by the number of meetings or a general statement supporting continued dialogue.<\/p>\n The real test will be whether the two sides can establish a shared understanding of the basis for negotiations, whether Turkey is prepared to support a process based on UN resolutions, and whether both communities can agree on concrete next steps.<\/p>\n Without those conditions, the visit may simply confirm the continuation of diplomatic contact rather than mark a breakthrough.<\/p>\n
