The package includes Rafael\u2019s David\u2019s Sling for the upper layer, Israel Aerospace Industries\u2019 Barak MX for the middle layer, and Rafael\u2019s Spyder for the lower layer. Full deployment is planned within 35 months.<\/p>\n
While Israel\u2019s recent Arrow 3 deal with Germany was largely viewed through the lens of the war in Ukraine, the Greek procurement carries a clear regional dimension. Turkey, under President Recep Tayyip Erdo\u011fan, is seen in Athens as a significant threat\u2014comparable in intensity to the challenges it poses to Israel. This has reinforced a triangular alignment between Greece, Israel, and Cyprus.<\/p>\n
Although both Greece and Turkey are NATO members, longstanding tensions persist over maritime boundaries in the Aegean Sea and eastern Mediterranean. Turkish maritime claims, including the \u201cBlue Homeland\u201d doctrine that seeks expanded control of economic waters, continue to heighten Greek threat perceptions. Athens assesses that Turkey may have delayed formalizing these claims until after the U.S. midterm elections but has not abandoned them.<\/p>\n
Turkish actions have also affected projects involving Israel. Greece previously declared a closed maritime zone near the islands of Kasos and Karpathos to lay an undersea electricity cable linking Israel to Europe, only for work to stall amid Turkish threats. More recently, Turkey declared a closed zone north of Cyprus for seismic surveys aimed at a gas pipeline to the Turkish Republic of Northern Cyprus\u2014an entity recognized solely by Ankara.<\/p>\n
Greek Prime Minister Kyriakos Mitsotakis underscored the need for strength: \u201cTurkey is eight times bigger than us\u2026 I will never be ready to conduct diplomacy from a position of weakness. I want Greece to always maintain a strong warning capability.\u201d<\/p>\n
David\u2019s Sling (range up to 300 km) will form part of the national system and is expected to be based primarily on the Greek mainland, capable of intercepting cruise missiles, aircraft, and drones. Barak MX will cover mainland Greece and potentially major islands, addressing fighter jets, helicopters, drones, and various missiles. Spyder batteries, valued for their versatility, are planned for deployment across Aegean islands as far as Crete, countering UAVs, aircraft, helicopters, and short-range ballistic missiles.<\/p>\n
A critical element is the command-and-control system, which will include source-code transfer to give Greece greater operational independence. The network will also integrate existing U.S. systems such as Patriot and Hawk. At least 25% local production is required, with possible Greek manufacturing of interceptors. Knowledge and capability transfers will demand close coordination between Israel\u2019s Ministry of Defense, IAI, and Rafael.<\/p>\n
Greece has steadily increased its defense spending\u2014from about $7.4 billion in 2023 (2.9% of GDP) to an estimated $8.6 billion this year (3.5% of GDP)\u2014as part of a broader $28 billion modernization plan running through 2036. For Israel, the deal supports export growth, industrial partnerships, and supply-chain diversification.<\/p>\n
