It didn\u2019t work,\u201d he said, noting EU funding rules require energy upgrades. \u201cIn the end, the European Commission agreed to finance 50% of the costs \u2026 but with the mandatory condition of energy improvement.\u201d<\/p>\n<p>The program will launch this summer with a budget of \u20ac75 million, and the potential to double it if demand is strong.
