On 26 June 2026, the European Commission’s assessment of Cyprus’s technical readiness to join the Schengen Area was presented to the Schengen Committee.
According to a 60-page report by the competent European Commission services:
- The Republic of Cyprus is technically ready to fully integrate into the Schengen Area.
- Some pending issues have been recorded but are assessed as being in the process of implementation.
This positive technical evaluation now moves the process to the political level. The matter will go to the Council of the European Union, where member states must take a political decision to give the green light for Cyprus’s full accession.
Cypriot Government Response
The news prompted an internal memo at the Cypriot Ministry of Foreign Affairs, signed by Philippa Karsera Christodoulides, Head of the Directorate for Schengen and Consular Affairs.

- The current stage is described as “very critical”.
- It recommends a “coordinated, steady and well-documented diplomatic effort” so that Cyprus’s technical progress can be converted into a political decision by the other member states.
- Nicosia is satisfied with the report’s positive assessment of controls along the Green Line, which are deemed “adequate”.
Caveats in the EU Report
The Commission report does not ignore Cyprus’s unique situation. It notes the impact of:
- The ongoing occupation of northern Cyprus
- The existence of the British Sovereign Base Areas
These factors are stated to affect the island’s internal security.
On the British bases specifically, the report calls for updating and strengthening cooperation with the Republic of Cyprus authorities to meet Schengen requirements — particularly regarding irregular migration. This includes:
- Controls at the two roadblocks managed by the British bases
- Rules for the circulation of British military personnel and their families in the Schengen Area after Cyprus joins

Since 2021, Cyprus has responded positively to 120 recommendations as part of its technical preparation for Schengen accession.
Cyprus has cleared the major technical hurdle according to the European Commission. The next (and final) step is political approval by the other Schengen/EU member states. The government in Nicosia views the current moment as critical and is preparing a focused diplomatic push.
