The fact that so many local spatial plans remain in limbo is a serious blight, especially for areas that are under intense development pressure driven by tourism. The piecemeal nature of temporary measures has led to significant legal uncertainty and financial losses for investments that are already under way but remain in a gray zone. Addressing this issue must be one of the state’s top priorities.
