No well-functioning state can tolerate illegal and antisocial behaviors as supposedly customary, local peculiarities. No state can have, within its ranks, police officers who “turn a blind eye” to such behaviors that sometimes turn lethal.
The public’s sense of safety, including road safety, depends on everyday events and actions. Those who appear not to have honored their oath must be held accountable.
