Hasty register completion raises legal concerns

The Court of Audit has raised serious concerns about efforts to hastily complete the national cadastre, warning of prolonged uncertainty over property ownership and a surge in court appeals.

In a report, the watchdog said recent measures allowing the register to operate before objections are examined extend ambiguity and risk overwhelming the judicial system. About 233,000 objections remain pending, with at least two more years needed for review.

The cadastre, launched in 1995 through four cycles and 199 contracts costing €1 billion, has registered 71% of an estimated 39.1 million property rights. Another roughly 28% have been posted but are not yet operational.

It also warned that 3.45 million properties listed as “unknown owner” face risk of misappropriation, potentially involving public assets.

Legislative changes in 2021 and 2024 enabling early completion were criticized for insufficient safeguards and reliance on unchecked data in its findings.
